“Website needs improvement” in Google Merchant Center: why Shopify stores get it and how to fix it
Short answer. “Website needs improvement” is an account-level issue: Google decided your store as a whole isn't fully functional, lacks business-specific content or shows incomplete product details. Depending on the account, products keep showing with limited visibility or stop showing under a suspension. On Shopify it usually traces back to theme placeholder content, broken links and generic pages. Fix the storefront first, then request one review.
What you see in Merchant Center
- Google's name: Website needs improvement, a section of the Editorial and professional requirements policy. In French: Site Web à améliorer.
- On screen, as merchants report it: "Website or online store needs improvement" ("online shop" in UK accounts), often with "Limits visibility of all products in [country]" and "Update your entire website to provide a useful and transparent shopping experience for customers." We haven't confirmed these strings in an account.
- Where: the account banner, and Products & store → Needs attention → View setup and policy issues (Issues in Merchant Center). The Shopify Google & YouTube app also shows warnings on its Overview page (13693195).
- Google's fix page has another name: "How to fix: Check if your online store is fully functional" (10740889).
What Google checks
- A working site. Google's examples are broken navigation links, missing policy pages, and placeholder text or images (6150244).
- Content about your business. Google asks you to "verify that all business information on your website is tailored to your brand" (same page).
- Complete product pages. The definition includes sites that "display incomplete product details" (same page).
- Three concrete fixes. Have contact information and policy pages (About, returns, shipping, business information); remove "Lorem Ipsum" and template images such as "Add customer reviews here"; fix links that 404 or redirect to the home page, social links included (10740889).
- Scope. Account-level issues affect all products (12153802). When visibility is limited rather than suspended, Google says the account is "operating with reserved functionality" (6150244).
- For Shopify stores, Google files this issue under misrepresentation and adds HTTPS checkout, consistent business information and identity verification to the audit (Fixing Merchant Center warnings and account suspensions).
Why it happens on Shopify
The order follows the documented public cases we reviewed: missing, thin or contradictory policy pages came up in 6 of the 7 reinstated cases that stated specific causes, placeholders in 4, and broken links and unfinished products in fewer. These are other merchants' reports, not our clients, and Google confirmed no single cause in any of them.
1. Pages that exist but say nothing about you
Google wants an About page, return and shipping information, and business details specific to your brand. Shopify stores often have these pages and leave them generic: an empty About page, policies written as ordinary pages as well as in Settings → Policies so two versions disagree (duplicate legal pages show up in documented cases), or a shipping page naming a carrier you don't use.
- Where: Online Store → Pages and Settings → Policies.
- How to check: open
/pages/about,/policies/refund-policy,/policies/shipping-policy,/policies/privacy-policyand/policies/terms-of-service, and search each for[,insert, your storeandexample.
2. Theme demo content nobody replaced
Shopify themes ship with sample sections. An empty image slot shows a placeholder illustration; an untouched text block keeps the theme's default copy. A testimonial section with sample quotes is the exact example Google gives. In one documented case, a newsletter block's placeholder text had to go too.
- Where: Online Store → Edit theme, then each template from the page selector at the top of the editor: home, product, collection, pages, blog.
- How to check: view the live page source and search for
placeholder, loremandexample. Dawn, Shopify's default theme, marks empty image slots with aplaceholder-svgclass.
3. Links that 404 or quietly send people home
Google counts redirects to the home page, not only 404s. On Shopify, look for menu items pointing to pages you later set to Hidden (Shopify removes those from the store), social icons still linked to the theme's demo accounts, buttons left on # or a deleted collection, and old product URLs redirected to /.
- Where: Content → Menus (older admins: Online Store → Navigation); Online Store → Edit theme → Theme settings → Social media; Content → Menus → URL redirects; page visibility in Online Store → Pages.
- How to check: in a private window, click every header, footer and social link. For a list of URLs,
curl -sI <url>should return 200, not 404 or a 301 to the home page.
4. Product pages that look unfinished
On Shopify, "incomplete product details" often means test products left active, items at $0.00, empty descriptions or pasted supplier text. Archiving test products and fixing 0.00 prices were part of the clean-up in documented cases.
- Where: Products, filtered by status, then each product's description and price.
- How to check: open
yourstore.com/products.json?limit=250and search for"price":"0.00", an empty"body_html"and titles containing "test".
Fix it step by step
-
Record what Google shows: issue, country, date, review button status, any identity verification request.
Check: a dated screenshot exists, and you know how many reviews you've used.
-
Replace or delete every placeholder, template by template.
Check: view-source on the home page, one product, one collection and each page finds no
placeholder-svg,loremor sample text, on desktop and mobile. -
Fix every broken link. Point menu items at live pages, set real social profiles or remove the icons, and redirect old product URLs to the closest live product.
Check: in a private window, every header, footer and social link returns 200 and opens the intended page.
-
Make the business pages specific. Say who runs the store, what you sell and where orders ship from. Keep one version of each policy in Settings → Policies, linked in the footer menu.
Check: on a phone, logged out, the About page and every policy are one tap from the footer.
-
Finish the product pages. Archive test and $0.00 products, complete descriptions, show stock status.
Check:
/products.jsonlists no 0.00 prices or test titles, and the Rich Results Test on three product URLs shows a Product with price and availability. -
Shop the store from the selling country, home to checkout, logged out, and fix any issue listed alongside this one.
Check: with a VPN set to the country in the notice, in incognito on mobile, nothing breaks, no sample text appears, and checkout opens over HTTPS.
Before you request a review
Google offers "I fixed the issue" or "I disagree with the issue" (Request a review of your issues). If you changed the site, you fixed it. You get one chance to disagree; in one documented case a merchant spent three or four attempts on "Disagree" without substantive changes.
During a warning period you can request one courtesy review at any time. If issues remain after the second attempt, a cooldown may begin, and it may lengthen after each unsuccessful review. Google publishes no fixed number of attempts. Account reviews take about 7 business days (same page); Google's Shopify page says up to 3–7 (13693195).
Before you click:
- [ ] View-source searches find no placeholders or sample reviews.
- [ ] Every header, footer and social link returns 200.
- [ ] About and policy pages are specific to your store and linked in the footer.
- [ ] No test, $0.00 or empty products are active.
- [ ] Site contact details match Merchant Center, and identity verification is done if requested.

When this isn't fixable (or not by us)
- A new Merchant Center account was opened after a suspension. Google lists that as circumventing systems, with suspension on detection (Abuse of the network). We decline.
- Reviews are exhausted, or the decision is final. No storefront change reopens it, and we'll say so.
- The catalog includes counterfeit goods. We decline.

FAQ
My notice says “Limits visibility of all products.” Are my products still showing?
The label says limited, not removed: Google describes the account as "operating with reserved functionality" (6150244) but doesn't publish how much reach you lose. If the notice says the account is suspended, products stop showing until a review succeeds (12153802). The fixes are the same.
I've updated everything on my store. Why does Merchant Center still show it?
Fixing product-level issues doesn't clear an account-level one, and the account isn't re-checked until you request a review or the warning period ends (13585221). Often something is also left, such as a demo section on a template you never open. In one documented case this issue cleared while a separate misrepresentation finding stayed, so read every line of the Needs attention tab.
Why won't Google tell me exactly which page to fix?
Notices name the policy area, not the page or link, and Google's Help pages don't say why. Treat the four areas above as a full audit and fix everything that fails.
